An they say laws like SOPA and PIPA won't affect anyone outside the US. I am not surprised if ACTA was inspired from those two bills.

Its pretty much just another version of SOPA and PIPA....they are just Riders in the Law Now. The effects of SOPA will carry off into this bill along with tons of other new laws to pass through.
